A gaming and streaming PC has to render the game, encode video, manage audio and capture devices, and keep background applications responsive. The right system is balanced across the GPU, CPU, memory, storage, and your actual stream workflow.
Why hardware encoding matters
OBS supports dedicated hardware encoders such as NVIDIA NVENC. Hardware encoding moves much of the video-encoding work to specialized GPU hardware instead of asking the CPU to do every part of the job in software. This can make a single-PC streaming setup more practical, although stream quality and game performance still depend on settings, bitrate, resolution, drivers, and the specific workload.

What specs actually matter?
GPU and encoder
The graphics card runs the game and can supply a dedicated hardware encoder. Leave enough GPU headroom for the game and the stream settings you choose.
CPU and memory
The CPU still handles the game, browser sources, chat, alerts, audio, and other software. 32GB of RAM is a sensible target for a busy one-PC workflow.
Storage
Streaming alone does not require enormous storage, but local recordings do. A 1TB or 2TB NVMe SSD can be worthwhile when you save footage for editing.
Do you need two PCs to stream?
Not necessarily. A single modern gaming PC with a supported hardware encoder can be a simpler and more affordable starting point. A dual-PC setup becomes useful when the production is complex, the game must be isolated from the stream workload, or you need redundancy. It also adds a capture card, more cables, more audio routing, and more setup time.
